INTRODUCTION
Early Warning Systems (EWS) have been identified as a critical tool for saving of lives and livelihoods at the highest political level. The governments, international development agencies and bilateral donors are supporting the development of EWS at the national level. Implementation of EWS with a multihazard framework is deemed challenging due to legislative, financial, organizational, technical, operational, training and capacity building constraints. Therefore, this course will help its partakers develop an early warning systems and risk management plans tailored to the needs of their respective organizations.
Participants who successfully complete the course will receive Certificate of Participation.
OBJECTIVES
By the end of this course the participants will be able to:
- Properly understand operational mechanisms and procedures for the prediction, forecasting, monitoring and response to warning
- Generate tools for early warning audits, identify current gaps in existing early warning systems
- Undertake risk assessment and design of multi-hazard end-to-end early warning systems for disaster risk reduction
- Assess strategies to institutionalize early warning systems into the process cycle of disaster risk reduction and development planning, emergency response, and preparedness activities
- Design and implement community based early warning systems that are people centered
- Evaluate and introduce public education and training programme for the community based early warning systems
- Apply emerging new generation climate prediction technologies for anticipating and managing disaster risks associated with climate change & variability

This course will take approximately 5 days

This course eyes management teams working in government agencies, NGOs, funding agencies, and research and non-governmental organizations for emergency response and other development programmes.
COURSE OUTLINE
Module 1: Background in the establishment of early warning systems
Module 2: Governance and Institutional Arrangements (national to local levels)
- Policy, intuitional and legal frameworks to support emergency planning and response.
- National to local emergency planning and related linkages to early warning systems.
- Organizational structure for implementing the plans
- Institutional capacities and concept of operations (coordination and operational collaboration)
- Utilization of a multihazard approach
- Key factors considered for sustainability of different components of early warning systems with a multihazard approach
Module 3: Utilization of risk information in emergency planning and warnings
- Organizational responsibilities and arrangements for the development of risk information
- Hazard assessment, quantification and mapping (national to local)
- Assessment of vulnerabilities and exposure (national to local)
- Storage and accessibility of disaster and national hazard risk information
- Development and utilization of hazard/risk information to support emergency planning and warnings
Module 4: Hazard Monitoring, forecasting, and mandates for warning development
- Organizational responsibilities for monitoring, forecasting and development of hazard warnings
- Organizational collaboration and coordination for development of hazard warnings
Module 5: Development of understandable, authoritative, recognizable and timely warnings
- Warning message development cycle
- Warning message improvement cycle
Module 6: Warning dissemination mechanisms
Module 7: Emergency preparedness and response activities (national to local)
- Disaster preparedness and response planning and emergency response activation
- Community response capacities
- Public awareness and education
Module 8: Development of warnings and related products and services for the disaster risk management user community.
Module 9: Improvement of overall operational framework of early warning systems
GENERAL NOTES
- The instructor led trainings are delivered using a blended learning approach and comprises of presentations, guided sessions of practical exercise, web-based tutorials and group work. Our facilitators are seasoned industry experts with years of experience, working as professional and trainers in these fields.
- The participants should be reasonably proficient in English as all facilitation and course materials will be offered in English.
- Upon successful completion of this training, participants will be issued with a certificate.
- The training will be held at Kincaid Training Centre. The course fee covers the course tuition, training materials, two break refreshments and lunch.
- All participants will additionally cater for their, travel expenses, visa application, insurance, and other personal expenses.
