Introduction
The transition from a planned to a market economy in countries of the world has led to a new role for vocational institutions and capacity building organizations to train specialists in occupations required by a demand-driven labour market. There is growing need to know and monitor changes in demand, and to ascertain employers' changing requirements for their employees, occupational skills and qualification levels.

    • Identifying target Sectors through desk research. These include major sectors within the market, current government initiatives focused on youth training, and the existing market of training services. Stakeholder mapping of interested parties/agencies to be involved and/or consulted during the process of this work.
