This course will introduce you to the ways in which internet technologies are affecting how people interact with government, and how governments, in turn, are using and managing these technologies to (hopefully) better provide information and services to the public. Course content is divided into four main themes, and begins with an overview of development techniques and assessment methods for public web sites and on-line applications. We will then examine key policy issues relevant to implementation of e-government programs, as well as to the broader use of information technology in democratic societies.

Participants will then have a chance to explore the skills and concepts needed to effectively manage e-government projects and programs. Finally, we will have group work to complement various themes of the study

Open Government, a key aspect of the international agenda for increasing transparency and accountability of public sector, is based on the principle that citizens have a right to know what their governments are doing and to benefit from government information. Trustworthy information is at the heart of transparency, accountability, anti-corruption, citizens’ rights and economic development. Trustworthy records are at the heart of trustworthy information. Protecting information integrity is increasingly difficult and increasingly important in the digital environment. Information integrity does not happen automatically. It is achieved through well-defined control frameworks.
